Available in the August 2023 security patch

Continue to dream, the preloadinstall command got removed and so system shell apps aren't installable on August update, only way is to downgrade, install the system shell 3 and then update again, and to keep preloadinstall persistent on August update I suggest you to install the preloadinstall app as update to make it become a user app
